We are from non english-speaking country.

Is there a way to add foreign language character font so we can use in, for example the menu, for our users who do speak or read english ?

We tried to add the foreign character font in the system config. But it turned out to be gibberish.

what language we talking about? And have you tried to set the international settings and the font?
If your language/font is not in list than the skin doesnt support it, means have not localization, means have not been translated to your language.
In this case you would need to find the skin which has the localization or you would need to modify the skin. To do this, have a look on XBMC Wiki/Translation
