I'm facing a libcec issue on 0.8.3.

It fixed in the latest libcec.

How can I update the libcec in my current release?

I'm reluctant to move to the latest alpha until its stable....
The latest Alpha is more stable than 0.8.3. I recommend upgrading to Alpha 3.
ok, if the boss says so... i will plunge into 1.0a3.

for the airplay issue in A3, i need to manually fix it by installing the missing dependency package?

there is no quick and easy way to update the libcec via apt or dpkg?
Not in XBian < 1.0, but the updates for XBian >= 1.0 are done through apt. However we do not provide libcec as a separate XBian package. Only XBMC, Lirc, Kernel, xbian-config.

sudo apt-get install libplist1 will fix it.
