the kodi forum says it's in their addon repo but it's not appearing when I look for it in xbian.
kodi's wiki reflects that it has been updated for kodi v21...
websearching hasn't led me to find the URL to install that repo manually

have I chosen a setting somewhere that blocks it, or is something stopping me from going down a path that will get me in trouble?

No idea what your problem is.
I have installed this addon on several XBian's since it was released. Also works perfectly with Kodi 22 Alpha
