clean install
dpkg-reconfigure locales add ru_RU.utf8 default
edit /etc/profile set
Code:
export LANG=ru_RU.utf8
export LC_ALL=ru_RU.utf8
export LANGUAGE=ru_RU.utf8
reboot, set ssh client to use utf8

Seems all ok except xbian-config Huh

Did you also do this step as stated in the xbian-config manual:

sed -i "s/export PATH/echo -ne '\\\e%G\\\e[?47h\\\e%G\\\e[?47l'\nexport PATH/g" /etc/profile

Remember that changing the locale will break the xbian-config package manager in Alpha 5. This shall be fixed in Beta 1.
