I get between 50-100KBs transfer rate between PC or laptop and my Pi. I have tested the cables and all are showing OK.

cable or WiFi?

For me ntfs is also really slow, maybe a little less than you,
but i've got +- 500kb/s.
i don't test anymore, as i use ext4.
