apparently for ipsec the general 0 settings for "all" is not enough, it needs to be explicitly set for all existing adapters.

so .default. will do it.

put this in sysctl.conf

net.ipv4.conf.default.send_redirects = 0
net.ipv4.conf.default.accept_redirects = 0
