Ok - According to dmesg your ONLY peripherals are a Dell keyboard and a Microsoft Optical Mouse.

I have a feeling your issue might be because this is a GPIO and not a USB IR reciever.

Can you try:

Terminal

sudo lsmod
sudo modprobe lirc_rpi
sudo lsmod

and post the output.

And then try your remote.
