I assume you have a UTF-8 locale?
You could try generating the correct locale with sudo dpkg-reconfigure locales selecting xx_xx.UTF-8, choose as default and then reboot Where xx is the closest - probably de_DE then execute the previous export command. Have you tried xbian-config via ssh? If none of those work, it would be best to wait a while, we have German users who may be able to give more detailed advise.
