video size wrong and editing congig.txt has no effect

Problem description:
I've read a few posts on video resolution and size issues. Most talk about settings to config.txt. I've tried adding and changing of these but they have no effect.
My rpi hdmi out to AVR and AVR out to TV so the pi can't read the tv's EDID.
the video is in the upper left corner, a bit off screen. it's about 1/3 the size of the screen.
Changing the config.txt has no apparent effect.
What should i do?
