I already suspected before that this does not work via the WAITFOR variable, because rc.local is probably called much too late.

A better alternative than rc.local offers in my opinion the specification of a script in variable USERRUN=, there I have installed the connect with me.

Because of the speed, you probably have the variable dtoverlay=pi3-miniuart-bt activated in /boot/config
