Have you tried changing sshd_config as that is the only running ssh. It's just a guess - might work.
Also, I know there were plans to implement open_ssh or dropbear but I have no idea if that went ahead. So the config file maybe elsewhere. Please read before you post How to post a log file If you liked my help, click on "Thanks" to show your appreciation.
