I'm not an expert, and have never tried, but I believe what you said is the correct path.
1/ Use xbian-config to create the structure (Follow the described description) Warning it will erase everything!! 2/ Change cmdline.txt to the new /. That's all I believe. If you're unsure - wait a bit someone will have a better idea. If you do try and get it working - maybe you could write up the details for other users to use.
