you can buy codec licences on raspberry pi website, but for AVC you do not need any extra licences. Licences are needed only for MPEG-2 or VC-1 codecs

The OC setting can be set from GUI if you go to System>Settings>Xbian or from Programs>XBian
than you need to turn ON Preferences>Advanced mode and than System>Overclocking
or you can do it from SSH where once you connect the xbian-config appears than go to Settings>Licences

It is the standard Blu-ray codec from my understanding of formats, I could be wrong but sound and no video equal wvc1.
