You need to add the hdmi_ignore_cec_init=1 to your /boot/config.txt , more infomation here:

RE: why xbian turn on my tv when it boots?
Terminal
xbian@xbian:~# cat /boot/config.txt
arm_freq=840
core_freq=375
disable_overscan=1
gpu_mem_256=100
gpu_mem_512=100
sdram_freq=400
over_voltage=0

hdmi_ignore_cec_init=1
xbian@xbian:~#

Same even after full unplug both devices (RPi and TV)

Can someone confirm that hdmi_ignore_cec_init really works? (alpha5)

When I do /etc/init.d/xbmc restart, tv turns on too. Does hdmi_ignore_cec_init must work in this case?

You have to disable to the cec active signal in System -> Settings -> System -> input devices -> pheriphals -> cec to disable that (I think)
