apt-get clean
apt-get update
apt-get install --reinstall xbian-update
reboot

This not works for me but I think I had forgotten to write --reinstall but with the following commands xbian-config runs again:

1) apt-get clean
2) apt-get update
3) apt-get install --reinstall xbian-package-config-shell
4)reboot
